res/neo4j/reset-db__clean: remove Person.name and Skill.name constraints
Reasoning: this constraint is global and so prevents a name from
repeating in two documents.
Note: client already prevents creation of same name node (regardless of
type).
Note: in the future we will want to reintroduce this but it will have to
be per doc, using the doc label.
