rkt cleanup
* use `--enable-tpm=auto` configure flag
* add tmpfiles.d file
* use systemd-sysusers to add rkt group
dependency corrections
* automake is in base-devel, no need to list it
* trousers will be used if installed via the `--enable-tpm=auto` configure flag
